Lawmakers ready legislative agenda

HA NOI — The National Assembly's Standing Committee yesterday discussed preparation work for the 2010 laws and ordinances making programme.

The NA's Legal Committee suggested adding more projects to the programme, which will include work on the capital law, public investment law and a procedure to amend Resolution 66/2006/QH11, which concerns national projects and works managed by the NA.

According to the committee, the approval of the capital law, which concerns the preparation for the 1,000th anniversary of Thang Long-Ha Noi, will be of crucial political importance and serve as a legal standard for building a civilised and modern capital.

However, the law details special mechanisms concerning professional offices and treatment policies for staff working in Ha Noi.

NA Vice Chairman Uong Chu Luu asked relevant offices to make drafts so that the National Assembly would be able to approve the law in the coming seventh session.

Regarding projects relating to the organisation and operation of the State, the committee suggested researching amendments for the National Assembly, which would be carried out to improve its effectiveness.

For the Law on Land, the committee also suggested making programme amendments to the ordinance on administrative case procedures to ensure the unanimity of the legal system and citizens' rights.

The NA's Standing Committee has agreed that the NA would issue a resolution to deal with conflicts related to the land law during the coming session.

For the coming meeting, the NA will be meeting for 35 days, of which they will spend 23 days building and approving 11 draft laws, discussing 14 draft laws and one resolution.

The Government Office has asked the drafting board to carefully prepare the drafts, which should include relevant statistics and reports.
