Local Party leaders given advice ahead of congresses

HA NOI — Party General Secretary Nong Duc Manh has checked preparations for Party congresses in northern Quang Ninh, Thai Nguyen and Tuyen Quang provinces.

At a two-day meeting, which ended yesterday, Manh heard reports from provincial Party committees on their activities during their 2006-10 tenure, as well as plans for the next five years.

He highly appreciated the efforts made by the committees and their achievements in socio-economic development, national defence and security, and Party construction.

Manh asked Quang Ninh Province's Party Committee to develop the capacity of young, female and ethnic minority staff so that they can contribute fully to the region's development.

He said the committee's report must focus on Party-building activities and its leadership.

Manh requested Thai Nguyen Province's Party Committee to assess more deeply its achievements and shortcomings so that it can set itself realistic targets.

He urged the executive board of the Tuyen Quang Province's Party Committee to improve its leadership approach and pay more attention to social issues and socio-economic activities to narrow the development gap in different areas.

Manh asked all three provincial party committees to continue completing reports for their congresses.

Meanwhile, Prime Minister Nguyen Tan Dung asked the Party committee of the Government's Office to continue improving the quality of consultancy and synthesis.

He was speaking at the 24th congress of the office's Party committee in Ha Noi, where he praised the achievements of the committee during its last term for building a strong and transparent Party committee.

"The Party committee of the Government's Office contributed considerably to the achievements of the country in overcoming the global economic downturn and ensuring social security," Dung said.

The efforts of the committee were illustrated through its good leadership in completing political and ideological task, building the organisation, training staff and implementing policies formulated by the Party. The office's Party Committee had also properly co-operated with other central and local bodies to fulfil its task as the consulting and synthesising body for the Government and the Prime Minister.

Dung said the leaders of the office's Party committee as well as other Party members must build an unanimous, serious and democratic action plan in order to overcome weakness.

He also said they should take advantage of good achievements to fulfil their task in consulting and synthesising properly.

Head of the Government Office, Minister Nguyen Xuan Phuc, said during the last tenure the Party committee had completed a large number of projects, including urging localities and ministries to submit more than 2,800 projects to the Government and co-operating with other offices to draft, examine and consult the Government on 82 laws.

Phuc also informed the congress of the seven major targets and five tasks of the office's Party committee during the 2010-15 term, in which he emphasised the importance of improving the quality of political and ideological education and popularisation.
