Greater role for working class discussed at eleventh Congress
HA NOI — Delegates at the 11th National Party Congress yesterday continued their discussion on documents presented at the congress.

We want to build a strong Vietnamese working class – a force on the nation's path towards industrialisation and modernisation.
In the renewal process initiated and led by the Party, the working class has grown rapidly in both quality and quantity. They are engaged in all professions and economic aspects of the country. And their role has been pivotal.
Although the working class accounts for only 21 per cent of the country's total labour force and 11 per cent of the population, it contributes more than 60 per cent of social products and 70 per cent of the State budget.
Vietnamese workers want the Party to provide them with more training in politics, more knowledge of social classes and imbibe them with greater national spirit. Such training will help seal their bond with the Party and the nation. It will encourage them to work harder to get rid of poverty and backwardness, and to acquire new skills and technology to apply to their work.

Anti-corruption activities have always received due attention from the Party and the State. We have achieved certain successes in the fight against corruption in recent years. They are the prelude for stronger action in the years to follow.
To achieve the goal of preventing and punishing corruption step by step, Party committees from all levels and particularly Party leaders should be pioneers in this fight.
Our successes in this fight will make our Party and State stronger and purer, and build a clean and devoted civil servant contingent. As a result, we will win the people's confidence and help promote socio-economic development.
This must be one of our core activities. In addition, we have to accelerate the spread of information, education and communication to help all Party members, Government officials and people gain a full understanding of the serious consequences of corruption for our society and our economy. We should help them understand that the fight against corruption is a complex and difficult struggle that requires the participation of all citizens.
In my opinion, to make the fight a success, it is imperative to have good policies and mechanisms in place to enable law enforcement officers to do their jobs properly and efficiently. In addition, we must practise transparency and accountability in developing and implementing Government policies.
The National Assembly should uphold its supervision role and the People's Councils at all levels and civil social organisations should actively engage in anti-corruption activities.

We have set a target to make the maritime sector a major economic player in Quang Nam Province by 2020. With a maritime-based economy, we hope living conditions will improve. We'll be able to maintain political stability, while ensuring good national defence and security.
Quang Nam has invested in the development of infrastructure, in industrial parks and in the tourism industry in a hope to create a strong surge in socio-economic development.
We, in Quang Nam, feel it is a privilege to be chosen to host the country's pilot Economic Zone in Chu Lai. We promise to do all we can to make the project a success.

The movement to follow President Ho Chi Minh's moral example has created a big boost in awareness and helped Party members and cadres put their training to good use.
Many good lessons were drawn during the past four years of implementing the movement, the most important of which was that we should not be too hasty in promoting it.
After the 11th National Party Congress, we should integrate the movement with the tasks for accelerating industrialisation and modernisation. It is important to practise democracy within the Party and society, and encourage every citizen to engage in the Party-building work to make it stronger and purer.

A knowledge-based economy needs a large contingent of high-quality professionals.
It's important to adopt an appropriate mechanism to enable professionals to bring into full play their capacity to contribute to the nation's growth.
The country should focus on renovating existing mechanisms and policies designed for scientific and technological development, bettering the legal system to meet socio-economic development requirements, encouraging businesses to revamp technologies and sharpen their competitiveness to create an equal, competitive environment and curb monopolies.
There should be a connectivity linking research, training, production and business while an effective mechanism must be worked out to support products under research and develop technologies into commodity products to serve the need of socio-economic development.
Also, the State needs to increase investment in scientific studies and technological development, as well as in boosting the application of cutting-edge technologies to match global standards by 2020.
It's essential to improve the quality of basic research in natural and social sciences and to reform management and financial mechanisms in the scientific and technology sector to create a driving force for intellectuals to maximise their creative capacity.
Education at all levels must be modernised with the long-term goal of producing high-quality human resources. — VNS
